East Perimeter Contractors is a joint venture of S&B USA Construction and Sacyr Construction.

S&B USA Construction is the construction arm of S&B USA, based in Pittsburgh, PA, which specializes in complex infrastructure megaprojects, including responsibility for planning, permitting, construction management, self-performing construction, and in some cases, project finance. S&B USA is among the few domestic firms equipped to deliver the full spectrum of alternative delivery solutions, including public-private partnerships (P3), design-build, progressive design build, and construction manager at-risk (CMAR). This expertise extends beyond general contracting to offer innovative strategies in financing, construction management, and long-term operations and maintenance—supporting infrastructure throughout its lifecycle. S&B USA Construction is currently a member of construction management joint ventures for two complex P3 megaprojects: the $1.2 billion Fargo-Moorhead stormwater diversion channel in Fargo, ND; and the $1.5 billion PennDOT Major Bridge Program in Pennsylvania.

Sacyr Construction is the construction division of Sacyr, the world's third largest developer of P3 infrastructure projects and fourth largest highway contractor in the world. Sacyr Construction has participated as lead contractor in the delivery of more than $38 billion of projects, including the construction of 2,187 miles of highways and 93 miles of viaducts around the world delivered under standard design-build, progressive design build and public-private partnership (P3) contracts. In the US, Sacyr Construction, based in Miami, FL, has completed or is currently working on 13 roadway projects for various state departments of transportation, including FDOT, TxDOT, and LADOTD, as well as the Central Florida Expressway. Sacyr Construction is also lead contractor on the $2.3 billion I-10 Calcasieu River Bridge P3 project which demonstrates Sacyr Construction's capacity to lead large-scale US projects.

East Perimeter Contractors is currently developing the Phase 1 design and construction proposal in collaboration with our design team, WSP and TYLin, for the operation and maintenance developer, East Perimeter Partners, a joint venture of Shikun & Binui Americas, Plenary Americas, and Sacyr Infrastructure USA.
